Odisha State Road Transport Corporation operates under the Transport & Commerce Department of the Government of Odisha. It is the sole organization authorized by the Government to provide passenger transport services in the state.

In 1948, the State Government assumed control of bus services previously operated by princely states under the State Transport Services (STS) of the Transport Department.

By 1950, the Central Act, R.T.C. Act (Act No. 64 of 1950) was enacted, mandating the establishment of Road Transport Corporations under the supervision of individual State Governments. The OSRTC Rules were officially introduced in 1967.

Transitioning from State Transport Services, the OSRTC officially commenced operations on May 15, 1974, inheriting assets and personnel from its predecessor.

The Corporation commenced operations with a Share Capital Contribution from both the State and Central Governments at a ratio of 2:1.

In 1990, the O.R.T. Company, predominantly active in southern Odisha, amalgamated with OSRTC, bringing together assets, liabilities, and employees under a unified entity.
